| 2024 Impact Report

When the Hydropower Sustainability Alliance (HSA) was officially launched at the World Hydropower Congress in October 2023, it marked more than the birth of a new organisation - it signalled the unification of diverse voices under a single, independent banner for sustainable hydropower.

In 2024, we transformed from an ambitious vision into a driving force. Over the past year, the Alliance has not only laid foundational infrastructure and governance, but also delivered concrete, measurable impact across the globe.

Our reach has extended from the Andes to the Himalayas, from sub-Saharan Africa to Southeast Asia and Oceania. We’ve witnessed the certification of landmark hydropower projects under the Hydropower Sustainability Standard, supported emerging markets through targeted capacity building and provided developers and financiers with the tools and incentives needed to embed sustainability from the outset.



The past year also tested and proved our value proposition: that sustainability is not just an environmental necessity, but a pragmatic framework for better infrastructure, stronger community outcomes and more resilient energy systems.

This impact has only been possible thanks to our incredible network of partners, HS Council members, assessors and supporters. Each stakeholder - whether engaging through policy dialogue, technical training, or strategic advocacy - has contributed to a global shift toward transparency, accountability and shared responsibility in hydropower development.

As we reflect on the achievements of our first year, we do so with gratitude and clear resolve. In 2025, we will broaden our influence, deepen our partnerships and refine our tools. We will make it easier for decision-makers to choose sustainability not just as a moral imperative, but as a financially and socially rewarding path forward.

The Hydropower Sustainability Alliance is no longer a new player. We are now a driving force in the global energy transition - and we’re just getting started.

In 2024, HSA strengthened its core operations. We introduced new legal and administrative systems, a digital data platform for certification and internal policies aligned with ISEAL’s Codes of Good Practice. These structures underpin a scalable and transparent certification ecosystem.

On the ground, momentum continued to build. Eight projects were assessed and four certified, bringing the total to ten since the launch of the Hydropower Sustainability Standard. This represents consistent uptake and strong geographical diversity, with certified projects now located across Latin America, Africa and Asia.

Our long-term collaboration with SECO (Swiss State Secretariat for Economic Affairs) played a pivotal role in driving this uptake. The SECO-supported programme enabled us to provide direct technical assistance, host stakeholder dialogues and strengthen regional ecosystems for sustainable hydropower investment. This initiative has positioned HSA as a trusted partner for government agencies, utilities and banks alike.

We also acknowledge the continued support of the International Hydropower Association (IHA), whose technical expertise, global platform and advocacy have been instrumental in amplifying the reach of the Hydropower Sustainability Standard and advancing our shared commitment to more sustainable hydropower development worldwide.

This year confirmed that HSA’s added value goes far beyond certification—we are building capacity, trust and tools that make sustainability accessible, measurable and actionable for all.


Celebrating Global Recognition

In May 2024, HSA received the prestigious Global Award from the International Association for Impact Assessment (IAIA). The honour was presented at IAIA24 in Dublin and recognises organisations making outstanding contributions to assessment practice and sustainable development.

“We’re honoured to receive this recognition,” said HSA Executive Director João Costa and Deputy Executive Director Alain Kilajian.
“It underscores our unwavering dedication to creating and implementing rigorous and transparent sustainability systems within the hydropower industry. This keeps us inspired and committed to advancing sustainable practices for a just transition.”

This global recognition places HSA in the company of past awardees such as the World Bank, IUCN and the Arctic Council - affirming the Alliance’s growing influence and credibility on the global stage.

Our Training Academy exceeded expectations in 2024, becoming both a key delivery mechanism and primary revenue stream for HSA. Through a mix of in-person, regional and online formats, we reached hundreds of professionals across government, finance, civil society and industry.

LISTENING FIRST
How Early Engagement Secured Long-Term Support in Zambia

In Zambia’s Western Province, the Ngonye Falls Hydroelectric Project is showing the power of early engagement in shaping long-term project success.

Through a Community Participation Agreement with the Barotse Royal Establishment, the developer Western Power Company laid the groundwork for sustained local support. A community liaison team—recruited locally—led daily communications, managed feedback and ensured meaningful participation throughout planning.

The result: broad stakeholder buy-in, transparent communication and a blueprint for others. Due for completion in 2028, the 180 MW plant is expected to provide clean electricity to over 200,000 homes and it achieved Gold-level certification under the Hydropower Sustainability Standard.

The project is now a featured case in HSA’s How-To Guide on Communications and Consultation and an example of how listening, partnership and respect can transform development outcomes.

LEADING BY EXAMPLE
How Tajikistan Put Policy Behind Sustainability

In a major step toward advancing sustainable hydropower in Central Asia, the Government of Tajikistan has committed to embed the Hydropower Sustainability Standard (HSS) into national policy through a new Memorandum of Understanding (MoU) with the Hydropower Sustainability Alliance (HSA). Signed ahead of COP29, the MoU outlines a shared agenda for sustainable project development, improved ESG performance, and long-term collaboration.

Tajikistan is already home to the first project certified under the HSS in the region — the Sebzor HPP — and this agreement signals an intent to scale up those efforts nationally. The Ministry of Energy and Water Resources will assess additional projects, align permitting with HSS principles, and launch capacity-building programmes for staff.

The MoU reflects growing momentum among governments — including Colombia, Nepal, and Indonesia — to integrate sustainability into hydropower development. HSA will continue to support Tajikistan in translating this policy commitment into tangible, lasting impact.

FINANCING WITH PURPOSE
How Investment Leadership Raised the Bar in Brazil

In Brazil, the Mascarenhas Hydropower Plant is proving how renewed ownership can unlock new levels of sustainability. After its acquisition in 2022 by VH Global Energy Infrastructure plc, managed by Victory Hill Capital Partners LLP, the 198 MW run-of-river plant was swiftly put forward for assessment under the Hydropower Sustainability Standard.

Mascarenhas achieved Gold-level certification, validating the owners’ commitment to aligning investment with best practice in environmental, social and governance performance. Enhancements under the new management included stronger labour relations, habitat restoration commitments and improved community engagement led by operator Paraty Energia.

The assessment showed how even long-standing projects - Mascarenhas marks 50 years in 2024 - can evolve under motivated leadership.

The story of Mascarenhas sets a strong precedent for financial institutions aiming to pair reliable renewable energy delivery with demonstrable sustainability.

ENGAGING WITH INTENTION
How Better Communication Builds Trust in Hydropower

Strong communication and meaningful consultation are the foundation of sustainable hydropower. Recognising this, the Hydropower Sustainability Alliance has launched the first global How-to Guide on Communications and Consultation—a practical resource designed to help hydropower developers, operators, and governments turn stakeholder risks into opportunities and meet international best practice.

Grounded in the Hydropower Sustainability Standard, the guide outlines clear steps to identify stakeholders, engage early and inclusively, and maintain constructive two-way dialogue throughout the project lifecycle. It highlights how timely, transparent communication can secure stakeholder support, reduce delays, and strengthen social licence.

This new guide underscores the importance of listening, adapting, and collaborating—not just to avoid conflict, but to deliver better outcomes. By applying these methods, hydropower developers can build trust, empower communities, and enhance project performance while contributing to a more sustainable and equitable energy future.

2025 will be a year of consolidation and scale—deepening our impact, strengthening our systems and ensuring that sustainable hydropower becomes the norm worldwide.

As we step into this pivotal year, we extend our heartfelt thanks to all those who make the work of the Hydropower Sustainability Alliance possible. To our Council members, who provide strategic vision and leadership; to the Governance Committee and Supervisory Committee, whose oversight and guidance ensure our integrity and accountability; and to our dedicated Accredited Assessors, who bring the Hydropower Sustainability Standard to life in the field—we are deeply grateful for your expertise, commitment, and shared ambition.
