Zaglul Khandkar
Zaglul Khandkar is a Certified Environmental Practitioner (CEnvP), Accredited Hydropower Sustainability Assessor, and Lead Auditor (ISO 14001 EMS) with more than 23 years of international experience in hydropower, pumped hydro, dams, water resources, renewable energy, and infrastructure development.
Currently a Technical Principal – Environment with SMEC, based in Sydney, Zaglul provides technical leadership, sustainability advisory services, and environmental oversight for major hydropower and water infrastructure projects across Australia and internationally. His expertise includes hydropower sustainability assessment and certification, environmental and social impact assessment (ESIA), cumulative impact assessment, environmental flow assessment, environmental and social management systems, environmental risk assessment, stakeholder engagement, climate resilience, and environmental auditing.
Zaglul has held leadership and specialist roles on major hydropower and pumped-hydro projects in Australia, Indonesia, the Kyrgyz Republic, Myanmar, Papua New Guinea, Vietnam, India, Tajikistan, Sudan, Malawi, and Samoa. His recent experience includes the Pioneer–Burdekin and Borumba Pumped Hydro Energy Storage schemes in Australia, the Kambarata-1 Hydropower Project in the Kyrgyz Republic, and the Mentarang Induk Hydropower Project in Indonesia.
He has extensive experience applying the Hydropower Sustainability Standard, IFC Performance Standards, World Bank Environmental and Social Framework, Equator Principles, ADB Safeguard Policy Statement & ESF, and ISO 14001. His work supports project developers, owners, lenders, and engineering teams in delivering sustainable outcomes throughout the hydropower project lifecycle.
