Andrew Sembel
Andrew is an experienced environmental and social consultant with over 25 years of expertise in risk assessment, mitigation, and compensation for projects affecting the environment and communities. He is currently the Director of Environmental and Social Consulting at AFRY South-East Asia Ltd in Bangkok, with a strong track record in managing complex infrastructure projects throughout all lifecycle phases. Andrew has in-depth knowledge of international standards such as the World Bank ESF, ADB Safeguards, EP4, and IFC Performance Standards, ensuring large-scale projects remain compliant and promote sustainability.
Andrew holds a Master’s in Environmental Engineering and Management from the University of Technology, Sydney. His career includes valuable experience at the World Bank from 2006 to 2012, providing technical guidance on safeguard policies for projects classified under WB safeguard categories A and B. Since 2009, he has been involved in hydropower projects, notably including the Upper Cisokan Pumped Storage Hydroelectric project, where he contributed to screening, scoping, defining Terms of Reference for ESIAs, and documentation reviews. His work often involves navigating institutional arrangements and conducting field visits. Additionally, Andrew contributed his time supporting the East Asia Pacific Safeguards Secretariat in Washington, DC, where he played a key role in developing project documents and providing guidance across multiple countries in the region. His extensive experience also includes environmental due diligence and regulatory reviews for various infrastructure, power, and industrial sectors, along with advising private sector clients on applying international standards for sustainable financing.
